What happened

Three Russian investors (Solar LLC, DSK-Invest LLC, and an individual) asked the Council of the EU to review the consequences of the listing of the National Settlement Depository (NSD) for their assets frozen at Euroclear in Belgium. On February 19, 2026, the Council refused, stating that only the listed person itself may request a review. The investors challenged this refusal before the General Court of the European Union. The actions were filed on April 17, 2026.

Why it is notable

A continuation of the disputes over the sanctions against the NSD. The investors are seeking to have their assets at Euroclear unfrozen by challenging the Council of the EU’s refusal to consider their requests.
